With a view to developing our activities, we are recruiting the following professional (m/f) for a permanent assignment:

Back-End Technical Leader (REF: AeS-LTBE) (M/F)

Your general mission is to participate in the implementation of national e-health projects and services aimed at accelerating the digitalisation of the healthcare sector.

You will contribute to the development, implementation and roll-out of eSanté Platform projects and services, such as the Dossier de Soins Partagé (DSP), ePrescription and the Carnet de Vaccination Electronique. You will be more specifically involved in various projects relating to eHealth services in Luxembourg. 

In this context you will maintain functional and technical relationships with a wide range of stakeholders of the healthcare sector, IT specialists from various organisations, and representatives of project owners and contractors.

As part of your role, you will report to the Head of the “Projects, Services and Customer Support” department.

Job duties :

As a back-end technical leader, you will be responsible for the following tasks in the following areas:

  • Development/Technical supervision
    • Structure developments
    • Ensure code quality and security
    • Organise code reviews
    • Apply secure programming practices
    • Contribute to functional developments
    • Propose architectural changes
  • Technical management supervision  
    • Contribute and share your knowledge with all team members.
    • Train new employees
    • Supervise and support developers
  • Collaboration / External relations
    • Provide operational support.
    • Communicate with customers
  • Project management and quality
    • Ensure backend/frontend/project manager inter-team coordination
    • Work in agile mode (Scrum or Kanban)
  • Innovation and Technology Watch
    • Explore new technologies

Profile and required skills:

  • You hold a university degree (at least BAC + 2) in engineering, ideally with a specialisation in healthcare IT; 
  • You have at least 5 years' experience in the development of web technologies’ based applications ;
  • You have a sound knowledge of :
    • Java backend development technologies (Quarkus, Spring Boot, etc.)
    • API development principles (mainly REST)
    • architecture patterns (CQRS, DDD, Event Driven Architecture, etc.)
    • development processes
  • Would be considered a plus :
    • Knowledge of the most commonly used standards for healthcare IT (HL7, HL7 FHIR, DICOM, IHE, HIMSS)
    • Knowledge of front-end technologies (Typescript, React, CSS/Tailwind)
  • You are fluent in French and English; knowledge of Luxembourgish would be a plus;
  • You have a strong sense of responsibility and organisational skills, and have the necessary skills and competencies to participate in application development and to understand the business;
  • You are passionate about programming and keen to expand your technical knowledge
  • You are a team player with good interpersonal and listening skills.

EXPERIENCED IAM ENGINEER (REF: AeS-IIAM) (M/F)

Your general mission is to participate in the implementation of national e-health projects and services aimed at accelerating the digitalisation of the healthcare sector.

You will contribute to the development, implementation and roll-out of eHealth Platform projects and services, such as the Dossier de Soins Partagé (DSP), ePrescription and the Carnet de Vaccination Electronique. You will be more specifically involved in various projects relating to eHealth services in Luxembourg. 

As an experienced IAM Engineer, you will be responsible for the design, implementation and management of robust IAM solutions, ensuring a seamless and secure user experience.

Your responsibilities:

  • IAM security architect :
    • Define Agence eSanté's IAM strategy and solution specifications
    • Evaluate and select the optimum IAM solution to meet the organisation's evolving needs
    • Implement secure and scalable IAM solutions, taking into account scalability, user-friendliness and seamless integration with existing systems
  • Collaboration coordinator:
    • Work closely with architecture, operations, application support and business teams to ensure seamless integration of IAM solutions
    • Actively participate in strategic meetings and discussions to align business needs and IAM capabilities
  • Deployment and operation expert:
    • Plan, configure and roll out IAM solutions accurately and efficiently
    • Rigorously validate each roll-out to guarantee optimum performance and flawless security
    • Set up the configuration and ensure the maintenance of the IAM platform so as to assure its smooth operation at all times
  • Technical support :
    • Provide responsive technical support to users, promptly resolving incidents relating to authentication, authorisation and identity management
    • Meticulously document IAM solutions and procedures to facilitate rapid adoption and optimal use
  • Technology watch :
    • Ensure a continuous technological watch on new emerging IAM solutions and functionalities
    • Evaluate and validate these new capabilities through proofs of concept, identifying opportunities for optimisation and continuous improvement
  • Automation champion:
    • Identify and implement automation solutions to optimise the efficiency of the IAM platform
    • Develop DevOps scripts and tools to automate repetitive tasks and streamline/rationalise processes
  • Communication and interpersonal skills:
    • Ability to work efficiently with other teams, suppliers and customers, while promoting clear and transparent communication
    • Embrace collaboration and teamwork to ensure the success of IAM projects and promote a positive working culture.

Profile and required skills:

You hold a university degree in engineering, ideally with a specialisation in healthcare IT; 

You have at least 5 years' professional experience;

You are able to demonstrate:

  • Proven expertise in implementing and managing IAM solutions
  • In-depth knowledge of the OIDC, OAuth and SAML protocols
  • Solid understanding of DevOps principles and automation
  • Proven scripting and development skills
  • Excellent communication and interpersonal skills

You have a sense of responsibility and organisational autonomy;
You are a team player with good interpersonal and listening skills;
You are fluent in French and English, the knowledge of Luxembourgish would be a plus.
